Sri Lanka Efficient and Effective Justice Activity (EEJ)
IT Officer
USAID’s Efficient and Effective Justice (EEJ) activity will seek to improve the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.
The activity will support the Government of Sri Lanka’s work to advance judicial reforms by increasing judicial efficiency, the quality of services, and transparency and accountability in the administration of justice: assist the improvement of judicial administration policies and standard operating procedures: introduce and promote international best practices and tools to improve case and court management, as appropriate; and strengthen the qualifications and professionalism of justice sector actors.
Principle Duties and Responsibilities

Under the supervision of IT and Digitalization Specialist, manage the implementation of the Case Management System (CMS) in courts.
Troubleshoot and identify cause of bugs/errors in the system as necessary.
Support the IT and Digitalization Specialist in training court staff on the system and provide on- call and on-site support to the court staff when required.
• Work with the IT and Digitalization specialist in developing the new features and reports in the CMS.

Identify opportunities to add IT components to technical activities to enhance sustainability and the impact of activity outputs as approved by the chief of party.
Evaluate current IT systems at identified counterpart institutions and make recommendations for IT systems or enhancements to current systems.
Provide technical support to IT staff at counterpart institutions to ensure existing or newly introduced systems are operational.
Support EEJ to develop technical specifications or terms of reference/procurement documents to identify local IT service providers for system development or other IT activities.
Serve as technical evaluator during IT procurement processes.
Provide technical assistance to counterparts to identify hardware requirements, including server capacity needed to maintain new or current IT systems in use.
Continuous coordination with the systems developers to make sure the delivery of the expected systems.
Meeting notes from consultations with key counterparts and stakeholders. Written inputs and feedback to EEJ annual work plan and weekly reports.
Job qualifications
Bachelor’s degree in computer science.
Minimum 3-5 years of experience in software implementation related activities.
Experience in Microsoft Office products
Experience in Microsoft Access, Visual Basic for Applications (VBA) and Microsoft Scripting
languages will be an added advantage.
Experience in evaluating IT procurement documents.
Excellent English communications skills.
Experience in analyzing current customer processes and needs to identify gaps and inefficiencies and provide solutions for build/modify IT systems.
Experience in translating customer needs to formal Business and IT requirements.
Experience in evaluating various software products and technologies (including Open Source) against customer requirements to pick the best fit.
Experience in design, development and support for Web Sites and Databases using latest software.
Oversight
The IT Officer will report to the Efficient and Effective Justice Activity (EEJ) IT and Digitalization Specialist.
Period and Place of Performance
The assignment is for a period of one year, beginning on/around 19th October. The assignment will take place in Colombo with travel as needed to other locations in Sri Lanka.
