Program Officer – SLSU 2 Colombo, Sri Lanka.

JOB DESCRIPTION

About the Program

The Sri Lanka Support Unit manages part of Australia’s aid program in Sri Lanka and provides strategic and technical advisory services to the Australian High Commission (AHC), along with administrative support.

In doing this SLSU implements and coordinates the monitoring and evaluation of SLSU- managed investments.

About the Opportunity

The Program Officer will jointly report to the Operations and Governance Leads, work closely with the SLSU team, and provide ad hoc support to the Team Leader as requested. The Program Officer will support the design, Implementation and performance oversight of activities funded

through the Direct Aid Program (DAP) and the Knowledge Linkages for an Inclusive Economy (KLIE) grant. Key responsibilities are

Support the design of grant projects, including input to the call for application, advertising, selection criteria, and associated tasks in alignment with DFAT priorities

Contribute to grant evaluation processes, including assessing grant applications, and

drafting short and long list reports

Support due diligence assessments and contracting of new grantees

Support the co-development of grant agreements, including reviewing with partners the program logic, activity plans, project frameworks, budgets and associated activities, and providing advice and input on any gaps

Contribute to delivery of onboarding workshops with grantees, covering expectations, relevant policies (e.g. child protection, fraud, anti-corruption, etc.), contract obligations, financial management, risk management, reporting, and branding, communications and public diplomacy

Undertake grant monitoring missions, which may require frequent travel to the field to monitor grant activity implementation and provide technical assistance/mentoring support where required

Provide oversight of grantee performance and assess progress towards agreed end of project outcomes, including achievement of milestones linked to payments

  • Support the process of closing-out or completing grants

Undertake regular reporting on the status of all grants, including drafting written reports and delivering presentations to DFAT and other stakeholders

Maintain strong relationships with program partners and represent SLSU at meetings, conferences and workshops, as needed

Other duties as deemed necessary by the Operations Lead or Team Leader, including potentially conducting research, and supporting other grant programs, and/or administrative processes.

About You

We are seeking an individual who will bring:

Demonstrated grant management experience with a minimum of two years professional

experience preferably in an International development, aid program, or civil society organisation. Volunteer or internship experience will also be considered. Demonstrated commitment and/or passion for one or more of the following: strengthening good governance and civic engagement practices; building the capacity of

Sri Lankan organisations; empowering civil society organisations; promoting gender equality: fostering opportunities for disadvantaged communities: and supporting

opportunities for people with disabilities. Experience in managing partner engagement and relationships with diplomacy and

attention to detail. Demonstrated ability to operate with a high level of autonomy, adaptability, flexibility. and resilience to accommodate change in a complex, uncertain, evolving programming

environment. Formal tertiary qualifications will be highly regarded and may count towards the

minimum years of professional experience required. Excellent writing skills, including the ability to draft donor reports and publie

communications materials. Fluency in English, Sinhala and Tamil is required.

Desirable: Demonstrated or comparative experience in managing full grant cycles

including call for application, advertising, selection criteria, assessing grant

applications, onboarding partners.

Experience in due diligence processes preferred.

Demonstrated experience in grant evaluation processes, grantee monitoring activities
